American Rescue Plan
On March 11, President Biden signed the American Rescue Plan Act (ARPA) into law, which includes direct aid to Kentucky counties. Kentucky counties will receive a direct allocation of approximately $867.8 million. This page includes resources for Kentucky counties about ARPA and will be updated regularly as more information and guidance is made available.

Final Rule released
The U.S. Treasury has released the Final Rule for the use of ARPA funds, which allows counties to use up to $10 million of ARPA Recovery Funds as “lost revenue” for the provision of general government services without needing to use the Treasury revenue loss formula. Reporting guidance
The U.S. Treasury updated reporting guidance for the Project and Expenditure Reports, which are required for all counties receiving funds. Learn more here.

Counties that receive more than $10 million in total ARPA funds will submit their first Project and Expenditure Report on January 31, 2022 and then quarterly thereafter. Counties that receive less than $10 million in total ARPA funds will submit their first Project and Expenditure Report on April 30, 2022 and then annually thereafter.
