Navigating the Local Assistance Road Program: Application Updates & Demo for County Officials

Thank you to everyone who attended our webinar, where we introduced the newly established Local Assistance Road Program (LARP)—which will replace the County Priority Projects Program (CPPP) beginning with the 2025 legislative session through HB 546.
Special thanks to our speakers, Commissioner Bobbi Jo Lewis and Christie Ross from the Office of Rural and Municipal Aid, for providing insights into the program’s rollout and implementation.
During the session, attendees received a comprehensive overview of LARP, including a live demonstration of the updated application process.
Key topics covered included:
-
A requirement to submit photos every 300 feet
-
A $500,000 cap on project funding
-
New local match percentages based on county population
-
The Kentucky Transportation Cabinet’s new scoring matrix for application evaluation
We also addressed participant questions to help counties prepare for a successful application submission by the October 1, 2025 deadline for FY 2027 funding.
