Risk Management and Loss Control
 

The KACo Risk Management and Loss Control Department is committed to assisting all members of the KACo All Lines Fund (KALF) and the KACo Workers Compensation Fund in partnering efforts to identify, address, and correct adverse loss exposures to personal injuries and property losses.

Services Available to Fund Members
1.) Identifying Risks/Loss Exposures
The knowledge and expertise necessary to identify and control risks are not normally part of a county government’s (or political subdivision of a county government’s) core ability. We provide a reliable and efficient alternative to in-house resources used for safety and risk control program management. Our Loss Control Specialist will work with our members to assess the loss exposures present in the workplace. We will then help our members develop priorities, implement control plans and manage the changes necessary to reduce or eliminate such costs. We will determine the primary areas of our attention by an analysis of the respective member’s claims/losses for a period covering at least the previous three policy years. We will prioritize the problems, begin at the top of the list with the most serious exposures and work our way down to implementing improvements in order to continue accident-free operations in some areas.

2.) Eliminating the Exposures

A.) Defensive Driving Training

All of our loss control specialists are certified instructors for the National Safety Council’s series of defensive driving classes including Defensive Driving Class 8/6 (for general drivers), Coaching the Van Driver, CEVO II – Police, CEVO II – Fire, and CEVO II – Ambulance. These courses are available at nominal costs to the insured.



B.) OSHA Standards Compliance Review

Our loss control specialists are available to conduct walk-thru inspections of our member’s facilities to conduct a cursory review of how well the member is complying with OSHA requirements. At the conclusion of our inspection we will provide the member with a report on suggested improvements that should be made to improve the safety and OSHA compliance levels. In very technical requirement areas, we will provide the members with for-hire specialists who may be retained by the member to assist in raising the safety and OSHA compliance levels.



C.) Lightning Protection

Over the past several years, property and equipment losses experienced by our members due to lightning strikes and surges have climbed the charts in terms of frequency and severity. As an incentive to reduce KALF member’s losses by lightning strikes, the KALF Lightning Control Program provides a $0 deductible on property and equipment claims attributable to both lightning strikes and surges. We are able to offer this for members without the expected correlating increase in premium if, and when, a member participates fully in the lightning control plan. When a lightning review has been conducted by our lightning control specialist and a recommended plan for improved protection is issues, then the member must complete the program by installing the loss prevention equipment recommended by the specialists. 3.) Reference Sample Documents Available

A.) Jailers Risk Management Best Practices Manual

In 2002, KACo developed this manual as a management tool to assist jail administrators in meeting their goals for protecting the public safety, institutional safety, and providing a legal standard of care. KACo believes this manual is a strong asset in a jail’s effort to combat property, general liability and workers’ compensation injuries and losses. KACo has hard copies in stock for distribution to Jailers upon request.

B.) County Employee Policy and Procedures Handbook

KACo has a handbook that will assist county officials with retention, development and recruitment of the best employee for each employment position. C.) County Administrative Code
