Last week the Internal Revenue Service (IRS) released a fact sheet on taxability and reporting of payments relating to the American Rescue Plan (ARP) Act Recovery Funds.

In Kentucky, this regulation will be applicable to public employers including the state, counties, school districts, special districts and cities, as well as private employers. While the federal courts have currently halted implementation of the rule, it is recommended that counties prepare for this possibility.

On Nov. 5, the U.S. House of Representatives passed the $1.2 trillion Infrastructure Investment and Jobs Act (IIJA) and it was signed by President Joe Biden on Nov. 15. The bill passed the Senate on Aug. 10.
