Bills about test tube meat, hemp signed into law

These bills from the 2019 General Session have become law. There is still one more legislative day left in the session, March 28.
Double Fine Work Zones: HB 244 states that at least one worker must be present for a violation to occur, and signs must be posted warning of a double fine.
Amusement Park Riders: HB 257 sets rules for ride patrons, like using safety devices and not being intoxicated or throwing items while riding. Violators can be told to leave without a refund and refusing could result in a criminal trespass charge.
Test Tube Meat: HB 311 deems food misbranded if it states it is a meat or meat product but was grown from in vitro animal cells outside of the animal.
Military Member Fees: HB 316 allows military members called to active duty for 90 days or more to end or suspend certain services (internet, TV, cable, gym membership and satellite radio subscriptions) without penalty or fees.
Industrial Hemp: HB 197 matches state law with federal law allowing industrial hemp (0.3% THC or less) to be grown.
Public Works Contracts: HB 135 sets guidelines for awarding contracts for public works, like not requiring or prohibiting bidders to honor agreements with labor unions.
School Board Vacancies: HB 22 lets local school boards vote on who should fill a vacancy, rather than the state Education Commissioner.
School Board Per Diem: HB 227 increases local school board members' per diem from $75 to $150 and the annual total from $3,000 to $6,000.
Foster Children's Bill of Rights: HB 158 provides foster children with statutory rights and shortens the consent time for a biological parent from 20 days to 72 hours.
