Research
A team of KACo staff is assigned to research and provide a summary report on a topic or issue of interest as requested by a board member and assigned by the Executive Director. Topics many vary broadly, but generally relate to development of a project or management of a community service in a county, consolidation or merger of existing services, such as drinking water or sewer service, handling of dead animals, response to emergencies or other related matters. As circumstances warrant, staff provides follow-through in the form of various types of hands-on assistance. Such assistance may include special training of local elected and appointed officials, preparation of draft documents and reports, local group facilitation and other similar activities. Research topics and issues typically relate to:
- Determination of the best organizational structure for development of a proposed local or regional service entity
- Creation or merger of a special district in accord with Kentucky Statutes
- Creation of a multi-local government service entity (involving counties and/or cities) via the KY Interlocal Cooperation Act (KRS 65)
- Assessment of a local government service agency with recommendations
- Identification of potential sources of federal and state funding assistance
