Planning
Staff assists county government
with planning in serveral ways:
1. assessing the need and
feasibility of developing a new facility or creating a new service
to serve a community; 2. conducting
'focus' meetings and organizing community groups in support of
projects; 3. drafting proposals and related agreements;
and 4. supporting multi-county project applications. Stafff
can also assist when a county is considering developing a planning
and zoning program in accord with Kentucky Revised Statutes,
Chapter 100.
In addition, staff represents "'county interests'" through active participation in state legislative committees as well as by serving on state and federal agencies' forums charged to devise statewide planning standards, develop or revise state regulations, establish project eligibility and funding assistance requirements for community development and utility infrastructure projects. In addition to the Kentucky General Assembly, some important public agencies that affect county services in Kentucky include:
- KY Division of Water (DOW) for both drinking water and wastewater facilities planning and implementation services, as well as watershed planning;
- Kentucky Infrastructure Authority (KIA) in regard to the on-going development of the Water Resource Information System and planning activities of the Area Water Management Planning Councils attached to each of Kentucky's 15 Area Development Districts;
- Kentucky Public Service Commission (PSC) for merger of regulated water and sewer systems
- DOW and Environmental Protection Agency (EPA) for water quality in context of watershed planning and related stream mitigation and restoration activities integrated into infrastructure development activities
- Kentucky Emergency Mitigation Planning Advisory Group and FEMA services
